Howard Cohen, Steel Thread Software Inc.
Howard "Howie" Cohen is currently a Community Manager and Consultant System Integrator for the US Department of Defense. He works for a company called Steelthread Inc which provides engineering solutions to the DoD and the Federal Government. Howie has worked as a consultant in the defense industry for companies like Booz Allen Hamilton and Lockheed Martin. In his previous position, he worked on cloud strategies and IT strategies for US Joint Forces Command. He recently moved on to Steelthread to work on a defense oriented application lifecycle management platform called Forge.Mil. Forge.Mil is one of the most aggressive agile oriented projects in the DoD. It provides a multi-tenant software as a service platform serving the DoD Enterprise at large. Howie's role as a Community Manager is to bring senior leaders, program managers, developers and IT staff together. This position requires an understanding of people, process, methods and an understanding of services and tools.
 
Service Level Agreements (SLAs) and Clouds: Considerations, Challenges and Risks

Day 2: Governance Frameworks for SOA and/or Cloud Computing Projects
Service level agreements (SLAs) are often overlooked when deploying services on cloud-based environments, and the results can be disastrous. Whether working on a defense program or a commercial project, a service level agreement is a critical component of the business architecture and how it is represented by the supporting technology architecture.
In lieu of business risk and analysis of services, SLA’s should be addressed from the top down, taking into consideration the desired state and understanding of operations. The reality of testing an SLA can be realized by the examination of historic events. As a result, organizations determine not only their risks, but the cost of doing business in order to reduce that risk. In many cases, it actually raises the cost of operations up front, but reduces the cost of failure over the course of time. In other instances, it reduces total cost of implementation.
Trust is a key factor in choosing a service provider. To reach a level of trust, business leaders, developers, and analysts must take SLAs into serious consideration. There are various factors and facets concerning these types of agreements that can be assessed. The purpose of this presentation is to highlight the major factors and to explore how new technologies have complicated the implementation and consumption of services from a global perspective. By shedding light on these challenges Howard will raise a series of thought provoking questions and considerations.
